Achieving our goals
PCS Democrats is a centre-left grouping based on the principles of democracy and accountability, with the objective of achieving a strong, democratic and accountable union which will work for the good of all members.
This page outlines our main policies and objectives, and the organisation and structure by which we will seek to achieve those objectives.

 

We will:

  1. pursue all possible means for achieving positive industrial relations wherever PCS members work
  2. seek to achieve better pay, terms and conditions for members by offering employers a climate in which PCS delivers credible representation and responsible leadership in return for consultation and negotiation
  3. support necessary action in pursuit of members’ aims when management refuses to negotiate

 

We will:

  1. place equality of opportunity at the heart of all our policies
  2. pursue better public services delivered in the public interest by the public sector
  3. wherever possible align representation of members’ interests with the public’s desire for improved public services
  4. pursue national pay bargaining for the UK Civil Service and NDPBs in England, Scotland and Wales, initially through a framework agreement including negotiation on annual
    pay remits
  5. pursue central (cross-contract) pay bargaining for members in the private sector
  6. support European worker solidarity by campaigning in principle for UK membership of the Euro and supporting the policies of the ETUC on worker rights and a Social Europe
  7. support international worker solidarity, working in partnership with other free and independent civil and public service trades unions
  8. campaign for a ballot on, and a vote in favour of, a PCS political fund
 

 

We seek:

  1. free and fair elections in PCS based on genuine independence of scrutiny and a clear returning officer function
  2. increased participation rates in membership ballots including an examination of secure non-postal alternatives
  3. a strong, independent audit of PCS’ financial decision-making and representatives’ costs
  4. a headquarters which combines professionalism with proper and fair recruitment and career development policies for employees
  5. improved membership records, distribution, and support for recruitment of members

 

As an organisation, we will:

  1. offer a debating, policy-making and electoral campaigning organisation to activists who believe in neither a free, unfettered market nor a command economy
  2. abide by the principles of democratic decision-making and collective responsibility on defined issues
  3. encourage new members and activists in PCS by offering them access to experienced lay reps’ expertise and support, influence in debate and a vote on the organisation's policies
  4. try to be anti-sectarian in working with other democratic organisations and members of political parties whose aims are not in conflict with those of PCS
  5. encourage a new, younger and more diverse
    range of representatives

 

We will:

  1. elect a Steering Committee
  2. organise around the geographical areas of the UK
  3. organise events around key PCS gatherings
  4. use electronic communication for internal discussion and decision-making
  5. hold meetings when practicable and in any case whenever the majority wishes
  6. decide on key principles for the composition of electoral slates and campaign for their election
