PCS Democrats are a member led, centre left group founded on the principles of democracy and accountability.
Our aim is to achieve a strong, democratic trade union that listens and works for the good of all members.

Industrial Relations
We will build positive and constructive industrial relations wherever PCS members work.
Secure better pay, pensions, terms and conditions through strong representation, effective negotiation and responsible leadership.
Policy and Campaigning
We will put equality, diversity and inclusion at the heart of everything we do.
Champion high-quality public services delivered in the public interest by the public sector.
Campaign for national pay bargaining across the UK Civil Service and Non Departmental Public Bodies, and for centralised cross-contract pay bargaining for members working in the private sector.
Use the PCS Political Fund to support campaigns and member-led initiatives, not to fund political parties.

Democracy and Management in PCS
We will uphold fair and transparent elections throughout PCS.
Work to increase member participation and engagement at every level of the union.
Maintain a respected professional and supportive headquarters with fair recruitment, development and career progression opportunities for staff.
Improve membership systems, communications and recruitment support to help grow and strengthen our union.
Organisation and Structure
We will uphold democratic decision-making and collective responsibility.
Work collaboratively with democratic groups and individuals whose values align with ours.
Encourage and develop a new generation of representatives, reflecting the diversity of our membership.

PCS Democrats Steering Committee Members
All too often members say they do not know who to vote for, because they don't know who we are from the list of names on a ballot paper.
To try and address that meet our Steering Committee members.
Jackie Green
Chairperson
A PCS National Vice President and President of the MOJ Group.
Jackie is a passionate trade unionist, known for standing up for members, speaking her mind, and leading campaigns. Most recently she has led on pay, workplace rights and justice for members across the Civil Service.
Away from PCS Jackie enjoys walking her ferocious Chihuahua Pixie (AKA Baby Shark) across the North Yorkshire Dales and the North East coast.
Despite holding senior positions she doesn't take herself too seriously and believes a good sense of humour is essential when navigating both politics and life.

Felicity Flynn
Committee Member
Felicity is a lead negotiator at her workplace. For the past year she has been working hard to ensure that members’ rights are protected during the period of change caused by the Sentencing Review.
Felicity is an MOJ GEC member, Trade Union officer on her H&S committee and a workplace First Aider. In February 2026 she was elected Branch Chair.
Felicity believes trade unions like PCS are the first line of defence for workers and their families. We must continue to build on our successful campaigns and legal actions to offer members much needed hope.

Paula Brown
Secretary
PCS Public Sector Group President and the Chair of the HSE, ONR & BSR National Branch.
Paula worked in a Job Centre until she moved to HSE. She has been a rep since the early 90's and a leading negotiator at all levels of PCS.
A former Vice President and lead pay negotiator who has a particular interest in organising, tackling the impact of AI on members jobs and advocating for members H&S. Paula has fought for fairness at work all of her career and says it is one of her driving principles. She says speaking up for and representing members is one of the most rewarding aspects of being a Rep.
In her spare time Paula paints, plays guitar and loves music and books. You can often find her in a bookshop or at a gig in various Liverpool venues.

Jeni Reid
Committee Member
NEC Member, Public Sector GEC Member and Branch Secretary of the HSE, ONR & BSR National Branch. Jeni is proud to have been an active PCS member throughout her career, and says the union has shaped so much of who she is as a person.
Over the years Jeni has represented members at Branch, Group and National level, building a real understanding of the pressures members face and what a strong, principled union can do to support them.
Her values didn’t start with PCS though. Jeni cut her teeth as a grass-roots activist a long time ago getting involved in local community organising in Essex and Haringey, taking part in environmental, animal‑rights and anti‑fascist direct action. Those experiences taught her the importance of solidarity, standing up against injustice, and never accepting that things “just have to be this way”.

Ginnette Gantschuk
Treasurer
A proud PCS member since 1991 when she joined the civil service employed by HMPPS.
Ginnette became active in 2007 and has held several branch, region, group and national roles, supporting members individually in case work and collective bargaining.
An MOJ GEC member, currently Assistant Secretary and the Chair of the National Trade Union Side in HMPPS. Roles that have enabled her to work closely with the wider trade union movement and lead on critical areas such as pay, equality, health and safety, and HR policy.
As a local councillor Ginnette presents the views of the local community too, thereby acting as a conduit for people to have a voice in our society.

Alyson Hughes Organiser
Alyson has worked in HMCTS since leaving school 40 years ago. Originally joining Leeds County Court as a clerical assistant, she is now a Crown Court Clerk at Bradford Crown Court.
A proud member of PCS and member of the Ministry of Justice GEC for the last 3 years. Alyson is organiser for her local PCS branch. She joined the PCS Democrats family 6 years ago when she became a Rep and believes that strong negotiation skills are key to getting the best for members. Alyson says "strike action has its place, but should always be the last resort in any battle with the employer."
Alyson is delighted that over the past few months Democrat PCS Reps have fought for and secured a grade increase for Bailiff colleagues.
In her spare time she enjoys being with family; her mum, who has dementia, her husband, two sons and border collie Meg. Alyson's hobbies include motorcycling (pillion), DIY, reading, and numerous crafts.

Ros Hewitt
Committee Member
Joined the Lord Chancellor’s Department in 1989 and PCS shortly after. An MOJ Group Committee member and lead pay negotiator. Ros is a socialist, proud to be a member of PCS and of the Democracy Alliance which puts equality and the needs of members at the heart of decision making.
Ros believes that a strong union is essential to win improvements to members’ terms and conditions. Ros fully supports industrial action where this is necessary to further our aims.
